
Annual Raising Day of Home Guards, Civil Defence held
Panaji, December 06, 2025 The 63rd annual ‘Raising Day’ function of Home Guards and Civil Defence was held at Police Headquarters ground, Panaji, today. Director General of Police, Goa, Shri Alok Kumar, IPS, who was the chief guest for the occasion, lauded the members of the Home Guards and Civil Defence for their contribution in society and the assistance they provide to the police force in times of need.
“Often the contribution of the civil defence and home guards is underestimated and undervalued”, Shri Alok Kumar said.
“It’s just not the initial training they have. The home guards and civil defence undergo continuous training, whether it is in disaster response, fire fighting, advance rescue and search, community support, basic preparedness, law and order, traffic management, etc. In my career in the police, I have even seen how they have helped in investigations too.”

Shri Kumar further spoke of how the strength of home guard numbers in Goa has crossed 1000. He however said that the strength of the civil defence is still low and urged more people to come forward and enrol and provide their services to the nation. He asked the concerned organization to not only work on a roadmap to enhance the enrollment in Civil Defence but to initiate capacity building measures for those enrolled.
Earlier, Dy. SP, Junior Staff Officer Civil Defence and District Commandant, Home Guards, Smt. Ezilda D’ Souza, gave an overview of the activities of the civil defence and home guard organization.
Present were Deputy Inspector General of Police, Smt. Varsha Sharma, police personnel, home guards and civil defence volunteers among others.
