Department of Tourism Issues Show Cause Notice to Riva Beach Resort for Conducting Unauthorized Beach Wedding at Mandrem

Mandrem, 19th November 2025 — The Department of Tourism has issued a formal Show Cause Notice to Riva Beach Resort, Mandrem, in connection with an unauthorized beach wedding conducted on 17 November 2025 at Mandrem Beach without the requisite permissions mandated under the Goa Tourist Places Protection and Maintenance Act, 2001.

On 17 November 2025, the Tourist Warden deployed at Mandrem Beach reported an illegal setup being erected for a beach wedding around 18:00 hrs. Upon receiving the complaint, the Tourist Warden, with assistance from the Tourism Police, halted the preparations and directed the resort representatives to dismantle the setup. Despite this intervention and clear directives, the resort proceeded to conduct the event on the government-notified beach area in violation of statutory norms and without payment of prescribed fees.

The Department noted that such conduct constitutes a breach of multiple provisions of the Goa Tourist Places Protection and Maintenance Act, 2001, which clearly stipulates that no person, company, association, or entity may carry out activities within a tourist place that cause nuisance, danger, annoyance, or deterioration of the area without obtaining prior approval from the competent authority.

In view of these violations, the Department has directed Riva Beach Resort Pvt. Ltd. to remit a penalty of ₹1,00,000 (One Lakh Rupees) within 07 days of receiving the notice.

Additionally, the resort has been asked to explain why action under the Goa Registration of Tourist Trade Act, 1982 & Rules 1985 should not be initiated, including potential cancellation of its registration, and why proceedings under Section 223 of the Bharatiya Nyaya Sanhita (BNS) 2023 may not be invoked.

The Department of Tourism reiterates that all tourism stakeholders must adhere strictly to the regulatory framework governing Goa’s beaches and tourist zones, especially with regard to public safety, environmental protection, and preservation of the state’s tourism assets. Unauthorized events on notified beach areas will not be tolerated, and strict action will be taken against violators to ensure responsible tourism practices.
