
DITE&C’s skilling initiatives gaining momentum under Shri Rohan Khaunte
Goa’s digital transformation has been rapid under the leadership of Hon’ble Minister of Information Technology, Electronics and Communications Shri Rohan Khaunte. One key pillar that has contributed to this growth is digital skilling.
Goa is redefining its development narrative, not only through its rich tourism and cultural heritage, but also through a forward-looking digital vision that empowers every citizen. Guided by Hon’ble Minister Shri Rohan Khaunte’s vision, the Department of Information Technology, Electronics and Communications (DITE&C) has been driving initiatives that strengthen connectivity, nurture innovation and prepare Goa’s workforce for the opportunities of tomorrow.
At the heart of this visionary goal is the belief that development must be inclusive. Committed to equitable growth, the Department of ITE&C has launched several initiatives to build a talent-ready population and bridge the digital divide, especially among the youth, women and marginalised communities.
One such initiative is the Free Laptop Distribution Scheme for Meritorious Students from the Scheduled Tribe (ST) and Scheduled Caste (SC) communities which aims to provide students with the necessary digital tools to access online education, skill-building platforms and career opportunities. Since 2022, over 300 students have benefited under this initiative a testament to the State’s commitment to inclusive digital empowerment.
“I’m thankful to the Goa Government, especially to Sir Rohan Khaunte for giving us this laptop and for recognising our achievements,” says Varad Matondkar, a student of Lourdes Convent High School, Saligao. “I used to attend classes on my phone, but now with this laptop, I can study more easily and also learn coding. I would like to thank the Goa Government and Department IT, Electronics and Communications. Laptops can truly be a valuable resource,” shares Sohan Malgaonkar, a student from Loyola High School, Margao.
To further strengthen Goa’s youth, the Department of ITE&C has also set up IT Knowledge Centres (ITKCs) across the State. These centres provide job-oriented IT training programs designed to build employable skills among the participants.
Presently, there are seven IT Knowledge Centres located in Bardez, Ponda, Sanguem and other talukas, bringing digital skills closer to local communities. Over 20,000 training sessions have already been conducted with more than 5,000 participants. Around 19,500 e-certificates have been issued across 46 training modules.
Recognising that women are key drivers of social and economic progress, the Department of ITE&C has also launched the Mahila Digital Shashaktikaran Yojana (MDSY). This flagship initiative is set to provide digital training for women, help them gain essential digital skills, improve employability and participate confidently in Goa’s digital story.
An Additive Manufacturing Hub is also being optimised under Goa Information Technology Development Corporation (GITDC), to promote hands-on learning and capacity building in 3D printing technology. This initiative ensures skilling to students, government officers and trainers through a structured three-module training program (beginner, intermediate and advanced levels) covering both the fundamentals and advanced applications of 3D printing. Infinyt3D Pvt. Ltd. will act as a facilitator and knowledge partner, providing technical expertise, software support and guidance in setting up the training and operational framework, and also supporting requirements of 3D printing for various Government departments.
Under Shri Rohan Khaunte’s leadership, the State is also preparing to embrace the next wave of innovation through the Goa AI Mission 2027. This mission aims to build a strong AI talent and infrastructure ecosystem spanning from schools to startups.
Some major plans include introducing AI courses in educational institutions, establishing the Goa AI Academy and hosting regular AI bootcamps, masterclasses and hackathons. These initiatives are designed to make Goa a hub for AI-driven innovation and creativity, aligning with the broader vision of positioning the State as India’s Creative and Innovation Capital.
