IPSCDL Signs Key CITIIS 2.0 Agreements for Panaji’s Circular Economy & Climate Action Initiatives

Jaipur, March 3, 2025: In a significant step towards urban sustainability and climate resilience, Imagine Panaji Smart City Development Ltd. (IPSCDL), signed key agreements under the CITIIS ( City Invetsments to Innovate ,
Integrate and Sustain) 2.0 program at the Rajasthan International Centre, Jaipur. The agreements, signed in the presence of the Hon’ble Union Minister for Housing & Urban Affairs (MoHUA) Mr. Manohar Lal Khattar, Secretary (MoHUA) Mr. Katikithala Srinivas, Joint Secretary (SBM) Ms. Roopa Mishra , MD & CEO IPSCDL Mr. Sanjit Rodrigues , Director – Department Of Urban Development, Govt. of Goa Mr.Brijesh Manerkar and Commissioner of Corporation of the City of Panaji Mr. Clen Madeira.

The CITIIS 2.0 Challenge has been conceived by the Ministry of Housing and Urban Affairs (MoHUA) in partnership with the funding partners French Development Agency (AFD), Kreditanstaltfür Wiederaufbau (KfW) and the European Union (EU). This Programme offers significant financial and technical assistance to the winning cities. Out of 100 cities, 18 were selected based on their competitive proposals.

As part of the CITIIS 2.0 program, Panaji has been selected under Component

1 – Circular Economy with a project Funding of Rs.89.28 Crores and Component

2 – Climate Action with the funding cost of Rs.5 crores, focusing on sustainable urban development. The agreements signed include:

1. Quadrilateral Agreement for Circular Economy Initiatives: This agreement, signed between the Ministry of Housing & Urban Affairs (MoHUA), the Urban Development Department, the Municipal Commissioner and the IPSCDL MD & CEO, Mr. Sanjit Rodrigues  lays the foundation for implementing integrated waste management solutions at the city level. A notional grant has been allocated, with the final grant approval linked to performance-based assessments.

2. Tripartite Agreement for Climate Action: Signed between MoHUA, the Urban Development Department, and the National Institute of Urban Affairs (NIUA), this agreement will drive state-led climate action, supporting Panaji’s commitment to sustainability.

The agreements were formalized on the side-lines of the 12th Regional 3R and Circular Economy Forum in Asia and the Pacific, a globally significant event bringing together over 500 high-level delegates, including international experts, city mayors and research institutions.

With the agreements in place, MoHUA will initiate and facilitate the execution process for IPSCDL to roll out targeted initiatives that will enhance Panaji’s urban resilience.
