
No permission were granted for the Oceanman Open Water Swimming Event by the Tourism Department
Panaji, October 28, 2025 : The Department of Tourism, Government of Goa, has taken firm action regarding the International Oceanman Open Water Swimming Event conducted at Caranzalem Beach without prior approval from the Department of Tourism. Accordingly, Shri Kapil Arora, a resident of Mumbai, Maharashtra, is fined ₹50,000 (Rupees Fifty Thousand only) to be paid within fifteen days for violation of the provisions of the Act.
It may be recalled that videos of the said event being abruptly halted by a group of local fishermen had circulated widely on social media, drawing public attention to the incident. The Department initiated an immediate inquiry to ascertain the facts and has acted promptly to ensure accountability and adherence to due process.
Under the Goa Tourist Places (Protection and Maintenance) Act, 2001, “nuisance” is defined as any act, omission, or operation that causes or is likely to cause danger, annoyance, or harm to life, health, or property including activities involving unauthorized operation of vessels or floating objects within the State’s coastal waters.
Additionally, the Tourist Warden posted at Caranzalem Beach, has been placed under suspension with immediate effect for negligence, dereliction of duty, and failure to report the event in accordance with standing instructions. The Department has reiterated that all beach-related activities and events must be mandatorily reported and approved to ensure effective coordination, safety, and compliance with the law.
Director of Tourism, Shri Kedar Naik, stated, “No permission was granted for the International Oceanman Open Water Swimming Event. Any event or activity conducted without prior approval from the Department of Tourism will invite strict action. Vehicles involved will be impounded, fines will be imposed and an FIR will be filed by the police in accordance with the law.”
Speaking on the issue, Hon’ble Minister for Tourism, Shri Rohan A. Khaunte, stated, “Goa’s beaches are not only vital tourism assets but also sensitive community spaces. The Department of Tourism has consistently emphasized responsible event management and adherence to regulatory procedures. Strict action will continue to be taken against those who violate established norms, ensuring that Goa remains a safe, orderly, and sustainable destination.”
The Department of Tourism appeals to all event organizers, stakeholders, and beach operators to strictly comply with the Goa Tourist Places (Protection and Maintenance) Act, 2001 and other statutory requirements before conducting any activity at notified tourist places.
