PureCycle Recycling Inaugurates Goa’s First Greenfield Integrated Recycling Facility; Chief Minister Dr. Pramod Sawant Leads Inauguration

Verna, Goa, 29 August 2026: PureCycle Recycling Private Limited, a subsidiary of BlackGold, today inaugurated its integrated recycling facility at Verna Industrial Estate, marking the launch of Goa’s first greenfield integrated recycling facility, bringing e-waste recycling, precious metals refining, critical minerals refining and PET plastics recycling together under one roof. Spread across 26,664 sq. ft., the facility establishes an integrated platform for resource recovery and circular manufacturing in the state.

The facility was formally inaugurated by Dr. Pramod Sawant, Hon’ble Chief Minister of Goa , in the presence of Hon’ble MLA of Nuvem, Shri Aleixo Sequeira , elected representatives, senior government officials, regulatory authorities, industry stakeholders, clients, partners and members of the media. The Chief Minister toured the facility and was briefed on its processing, resource recovery and environmental management capabilities.

Addressing the gathering, the Chief Minister highlighted the importance of diversifying Goa’s industrial base and encouraging investments that combine technology with environmental responsibility. He noted that PureCycle adds a new layer to the state’s existing waste-management ecosystem by enabling the recovery of higher-value materials and returning them to productive use. He also emphasised that domestic recycling and material recovery have growing relevance to India’s resource security, industrial development and self-reliance agenda.

Speaking on the significance of the facility, the Chief Minister also linked the development to Goa’s broader ambition of building an economy that can support tourism alongside manufacturing, technology, services, start-ups and new green industries. He welcomed PureCycle’s investment in the state and its focus on creating local employment and building technology-led capabilities.

With a processing capacity of 50,000 MTPA, the facility combines collection, dismantling, segregation, material recovery and refining within a single operational ecosystem. Its capabilities span end-of-life electronics, precious metal-bearing materials, critical minerals and post-consumer PET plastics, enabling the recovery and reintegration of valuable materials into productive use.

The facility is equipped with 15+ specialised processing and environmental management systems. It also features a 3.0 CMD zero-liquid-discharge effluent treatment plant, supporting responsible wastewater and environmental management.

The launch also marks a significant step in PureCycle’s positioning within India’s critical minerals ecosystem. In May 2026, PureCycle became eligible under the Ministry of Mines’ Incentive Scheme for the Promotion of Critical Mineral Recycling under the National Critical Minerals Mission (NCMM), as validated by JNARDDC. The facility is designed to support the recovery and refining of strategic materials from secondary resources, contributing to domestic resource security and circular resource supply chains.

The facility is expected to generate 39 direct employment opportunities, with 87.17% local workforce participation, contributing to skilled employment and Goa’s emerging green industrial ecosystem. It will serve sectors including technology, electronics, telecom, OEMs and enterprise customers, with integrated IT Asset Disposition capabilities including secure data destruction.

The inauguration also brought together representatives of the Government of Goa, Goa State Pollution Control Board, Goa Industrial Development Corporation and other stakeholder institutions. The PureCycle leadership acknowledged the role of government departments, regulators and local stakeholders in enabling the establishment of the facility in Verna.

The Verna facility follows BlackGold’s 2025 acquisition of a controlling interest in Reteck Envirotech, strengthening the group’s capabilities across reverse supply chain management and IT Asset Disposition. PureCycle forms part of BlackGold’s broader integrated circular-economy platform, bringing together recycling, resource recovery and reverse supply chain capabilities across technology, electronics and telecom.

For BlackGold, the Goa facility represents the first site in a larger expansion of integrated circular-economy infrastructure. The company aims to build capabilities that enable materials currently treated as waste to be recovered, refined and returned to productive use, while creating economic value and strengthening domestic resource-security systems.
