First Panchayat E-Library Inaugurated at Poriem to Strengthen Digital Learning and Educational Access
Poriem, Goa: The first Panchayat E-Library in Poriem was inaugurated under the Scheme for Special Assistance to States for Capital Investment 2023–24, aimed at strengthening libraries for children and adolescents and developing digital infrastructure. The initiative marks an important step towards expanding access to technology-enabled learning and creating new educational opportunities for students and young people in the constituency.
The establishment of the E-Library follows the need for a modern, technology-enabled learning facility in Poriem, which was raised by the local MLA Dr. Deviya Rane on the floor of the Goa Legislative Assembly. The inauguration marks progress towards addressing this need by bringing digital resources and modern learning infrastructure closer to the community.
The initiative also reflects the BJP-led government’s commitment to strengthening grassroots infrastructure and ensuring that the benefits of government schemes reach the people. Through continued support for development initiatives and investment in public facilities, the government is working towards expanding access to essential services and creating opportunities for communities, particularly children and young people.
The E-Library has been developed with a comprehensive scope of work covering civil works, interior and furniture works, electrical installations, heating, ventilation and air-conditioning (HVAC) works, and the installation of information and communication technology (ICT) equipment.
The facility is equipped with an all-in-one video conferencing unit featuring a 65-inch television, two all-in-one computers with 21.5-inch displays, CCTV cameras, a local area network (LAN) and Wi-Fi connectivity. These facilities are intended to support digital learning, research, access to online educational resources and technology-enabled knowledge sharing.
The E-Library will provide children, adolescents and students with an opportunity to access digital educational content and explore a wider range of learning resources beyond conventional books. The facility can also support academic preparation, research, digital literacy and exposure to online learning platforms, helping young people develop skills that are increasingly important in today’s technology-driven world.
The initiative is expected to benefit the wider community by creating a dedicated learning environment where students can enhance their knowledge, access information and develop greater familiarity with digital tools. By combining conventional library learning with modern ICT infrastructure, the E-Library aims to encourage a culture of reading, independent learning and continuous education.
The contribution and support of the Directorate of Art and Culture, Government of Goa, were acknowledged for facilitating this important initiative. The project reflects the importance of institutional support and investment in educational infrastructure to ensure that children and young people in local communities have access to modern learning facilities.
